No MSR Language City of Pt Hueneme

The original establishment of the sphere of influence of the City of Port Hueneme predates the requirement (as of January 1, 2001) for LAFCo to prepare a municipal service review (MSR) to guide its determination or update of a sphere of influence. Unless the Commission determines that a sphere of influence update is necessary, LAFCo is not required to conduct an MSR; however, it has the authority to prepare an MSR at any time it determines one is necessary. The Commission has not prepared an MSR for the City of Port Hueneme because: (1) the City’s municipal boundary is coterminous with its existing sphere boundary; (2) the City is nearly entirely surrounded by the City of Oxnard and the Pacific Ocean, and (3) the only area available for inclusion in the City’s sphere is the unincorporated community of Silver Strand, which is provided municipal services by the Channel Islands Beach Community Services District.
