No MSR Language VCRCD

The original establishment of the sphere of influence of the Ventura County Resource Conservation District (VCRCD) predates the requirement (as of January 1, 2001) for LAFCo to prepare a municipal service review (MSR) to guide its determination or update of a sphere of influence. Unless the Commission determines that a sphere of influence update is necessary, LAFCo is not required to conduct an MSR; however, it has the authority to prepare an MSR at any time it determines one is necessary. Because the sphere of influence of the VCRCD includes all of Ventura County and there is no opportunity for it to be expanded, the preparation of an MSR is not necessary.
