Past commission proposal corrected defects of present system and retained what was considered to be desirable features. The pro- posal continued Controller-appointed appraisers with considerably reduced fees. ADMINISTRATIVE REORGANIZATION Combine State Park Commission with Recreation Commission as broad policy and planning aid. Place all responsibility for all recreation planning in the merged commission. Reorganize water quality control agencies better to relate water quality to total water development effort. Combine State Water Quality Control Board with California Water Rights Board. Reconstitute Reclamation Board as State Flood Control Board and merge staff with appropriate unit within Department of Water Resources. Broaden the representation of Soil Conservation Commission and emphasize policy formulation responsibility. Relieve State Board of Forestry of certain administrative functions Abolish District Forest Practices Committees and assign functions to State Board of Forestry. Abolish Wildlife Conservation Board and assign function to Fish and Game Commission. Abolish Oil and Gas Boards as representative of no public interest. Judi- cial function best placed in courts. Abolish Colorado River Board. Abolish Goose Lake Compact Commission. --- Page 2 --- -2- Reorganization Studies in Process Which May Result in Proposed Legislation Amend Government Code to modify organizational and procedural relationships of State Highway Commission with Transportation Agency, Department of Public Works, and Division of Highways in accordance with recommendations set forth in Commission report. Amend Business and Professions Code in accord with proposals set forth by Commission study of the use of citizen boards and commissions in the Depart- ment of Professional and Vocational Standards. Possible modification of organizational role and placement of Agency Admin- istrators and central executive duties and responsibilities of the Department of Finance as related to the Office of the Governor. MANAGEMENT MANPOWER PERSONNEL ADMINISTRATION Base non-automatic salary increases solely on merit with appeal to follow prescribed appeal procedure. Provide that amount and frequency of salary increases shall be based on individual job performance. Provide Blue Ribbon Citizen Committee to report every four years on adequacy of salary of Governor, constitutional officers, legislators, and senior management positions. Increase number of eligibles certified to professional, administrative, and technical position vacancies. Provide continuing incentive and motivation to senior personnel through lowering mandatory retirement age from 70 to 65, but permitting department heads to continue service to age 70 based on continued good performance. METHODS AND PROCEDURAL CHANGES Amend Health and Safety Code to eliminate the seizure of automobiles for forfeiture purposes when involved in illegal narcotics activities. Amend Buy-American Act to provide that provisions of Act would not apply when product is available from only one qualified domestic source.
