REILLY Mission Viero On December 22, 1980 Governor Brown submitted to this Commission RICHARD S. TRUGMAN Beverly Hills Reorganization Plan No. 1 of 1981. This plan is concerned with the JEAN KINDY WALKER administration of the non-merit activities of the State's civil Modesto L. H. HALCOMB service system. It is identical to the proposal previously submitted <b>Executive Director</b> to and approved by the Commission in 1980. Additionally, this plan was approved by the appropriate policy committees of both the Senate and Assembly. The plan was subsequently withdrawn upon discovery of a drafting error. The plan, No. 1 of 1981, as submitted corrects that error. The Commission held a public hearing on the proposal on January 22, 1981. The members were informed that the plan as submitted has the approval of the State Personnel Board, the California State Employees Association and other organizations having an interest in personnel management activities in the State's civil service system. The proposal emanates from the Commission's in-depth study of the State civil service system. The results of that study were released in August 1979 in the Commission's report "Personnel Management in the State Service." The reorganization plan submitted to the Legislature is in substantial compliance with recommendations contained in that report. We are pleased to indicate that upon a motion by Commissioner Manning J. Post, seconded by Senator Alfred E. Alquist, the plan received the unanimous endorsement of the Commission. We heartily recommend that the Legislature permit Reorganization Plan No. 1 of 1981 to become effective on the date specified by Government, Code, Section 12080.5. Sincerel NATHAN SHAPELL Chairman
