In January 1980 the Governor transmitted to this Commission a prelimi-

nary draft of Reorganization Plan No. 1 of 1980 which would transfer
the occupational licensing and regulation of mobilehome manufacturers,
dealers, distributors, salespeople, and transporters from the Depart-
ment of Motor Vehicles to the Department of Housing and Community
Development. This preliminary proposal, together with supporting
information, was reviewed in detail by the Commission. The reorgani-
zation proposal was formally presented to the Commission on March 14, 1980
and a public hearing on the proposal was held by the Commission on
March 20, 1980.
Upon receipt of further testimony which supplemented prior Commission
analysis, the Commission concurred that the reorganization action pro-
posed by the plan is in the public interest.
The Commission members unanimously urge that the plan be allowed to
become effective on the date specified by Government Code Section 12080.5.
