MULVANEY On December 20, 1979 Governor Brown submitted to this Commission Reorganization San Diedo MANNING J POST Plan No. 2 of 1979. The plan was concerned with the administration of the Los Angeles non-merit activities of the state's civil service system. In discussions with PHILIP J REILLY Mission Vinjo the Governor's staff, the State Personnel Board, employee organizations and MICHARD S. TRUGMAN others, the Commission pointed out particular problem areas in the proposal. Severly Holis JEAN KINDY WALKER As a result of these discussions, were were asked to withhold action on the NAME OF STREET proposal until further discussions could be held with those having concern FIRE HALFOMB Executive Untector with the administration of the state's personnel system. On February 26, 1980 amendments of Reorganization Plan No. 2 of 1979 were submitted to the Commission for its formal review. A public hearing on this proposal was held on Thursday, March 20, 1980. The plan as revised received the written endorsement of the State Personnel Board the California State Employees' Association and Common Cause. These organi- zations have been continuously monitoring the progress of this reorganization proposal which emanated from this Commission's study of the state's civil service system. The results of that study were released in August 1979 in the Commission's report "Personnel Management in the State Service." The proposal presented to the Commission on Reorganization Plan No. 2 of 1979 is in substantial compliance with the recommendations contained in that report. We are pleased to indicate that upon a motion by Senator Alfred Alquist, seconded by Assemblyman Richard Hayden, the plan received the unanimous endorse- ment of the Commission. We heartily recommend that the Legislature permit Reorganization Plan No. 2 of 1979 to become effective on the date specified by Government Code Section 12080.5. In the event the decision of the Cali- fornia Court of Appeal in the case of Pacific Legal Foundation v. Brown, 3 Civil 18364, is affirmed by the California Supreme Court, the provisions of this act which are directly affected by the court's decision shall become inoperative.
