Dear Mr. Ikonomakis,
On Friday, June 21, 2024, the California Secretary of State Office of Voting Systems
Technology Assessment (OVSTA) received a request for administrative approval for one
modification to the Dominion Democracy Suite 5.10A voting system pursuant to California
Elections Code section 19216. The modification is as follows:
Type Description
Add DELL Precision 3460 XE Computer as an ICC Cannon Scanner
Update Workstation due to the DELL Optiplex 3050, 5270, 3440 XE and 3450
XE computers becoming commercially unavailable for purchase.
California Elections Code section 19216 precludes a voting system or part of a voting
system that has been approved by the Secretary of State from being changed or modified
until the Secretary of State has determined the change “does not impair its accuracy and
efficiency….”
If the Secretary of State determines the change or modification does not impair the
accuracy or efficiency of the voting system, the Secretary of State may administratively
approve the proposed change or modification.
In addition, you submitted the following documents from Pro V&V, an Election Assistance
Commission certified Voting System Testing Laboratory:
• DVS 100904 ECO Analysis
Based on the application, testing performed by the Secretary of State, and supporting
documentation from Pro V&V, this administrative approval is granted. All other conditions of
the Dominion Democracy Suite 5.10 certification, dated October 18, 2019, remain in effect.
Sincerely,
NaKesha Robinson
