Dear Mr. Ikonomakis,
On Friday, March 21 and Thursday, April 30, 2025, the California Secretary of State Office of Voting
Systems Technology Assessment (OVSTA) received requests for administrative approval for five (5)
modifications to the Dominion Democracy Suite 5.19 voting system pursuant to California Elections Code
section 19216. The modifications are as follows:

California Elections Code section 19216 precludes a voting system or part of a voting system that has
been approved by the Secretary of State from being changed or modified until the Secretary of State has
determined the change “does not impair its accuracy and efficiency….”
If the Secretary of State determines whether the change or modification does not impair the accuracy or
efficiency of the voting system, the Secretary of State may administratively approve the proposed change
or modification.
In addition, you submitted the following documents from Pro V&V, an Election Assistance Commission
certified Voting System Testing Laboratory (VSTL):
• Engineer Change Order 100974 (Apacer 8GB Memory Device)
• Engineer Change Order 100975 (Apacer 8GB Micro Memory Device)
• Engineer Change Order 101007 (IOGEAR GFR381 Multi Card Reader)
• Engineer Change Order 101025 (Dell P2425H 24" Monitor)
• Engineer Change Order 101046 (Cisco 24-port Ethernet Switch)
Based on the application, testing performed by the VSTL Pro V&V, and supporting documentation from
Pro V&V, this administrative approval is granted. All other conditions of the Dominion Democracy Suite
5.19 certification, dated March 18, 2025, remain in effect.
