April 9, 2026 Nick Ikonomakis, Vice President of Development Liberty Vote USA Inc. 410 17th St, Ste 850 Denver, Colorado 80202 Dear Mr. Ikonomakis, On Thursday, March 12, 2026, the California Secretary of State Office of Voting Systems Technology Assessment (OVSTA) received a request for administrative approval for two (2) modifications to the Democracy Suite 5.19 voting system pursuant to California Elections Code section 19216. The modifications are as follows: Type Description Update Add notification to ImageCast Central 5.19 scanner operator when the 'Stop' button is pressed. Update Add new Batch Summary Report to ImageCast Central 5.19 scanner. California Elections Code section 19216 precludes a voting system or part of a voting system that has been approved by the Secretary of State from being changed or modified until the Secretary of State has determined the change “does not impair its accuracy and efficiency….” If the Secretary of State determines whether the change or modification does not impair the accuracy or efficiency of the voting system, the Secretary of State may administratively approve the proposed change or modification. In addition, you submitted the following documents from Pro V&V: • Test Report Liberty Vote USA INC. (LVU) Democracy Suite (D-Suite) System Version 5.19 State Certification Testing Based on the application, and supporting documentation from Pro V&V, this administrative approval is granted. All other conditions of the Democracy Suite 5.19 certification, dated March 18, 2025, remain in effect.
