February 20, 2024 Sarah Herman Election Systems & Software, LLC 11208 John Galt Boulevard Omaha, NE 68137 Dear Ms. Herman, The California Secretary of State Office of Voting Systems Technology Assessment (OVSTA) received a request for administrative approval for one modification to the Election Systems & Software EVS 6.3.0.2 system pursuant to California Elections Code section 19216. The modification requested is as follows: • DS300 Motherboard Replacement with Value Changed Capacitor. California Elections Code section 19216 precludes a voting system or part of a voting system that has been approved by the Secretary of State from being changed or modified until the Secretary of State has determined the change “does not impair its accuracy and efficiency….” If the Secretary of State determines the change or modification does not impair the accuracy or efficiency of the voting system, the Secretary of State may administratively approve the proposed change or modification. In addition, you submitted the following documents from Pro V&V, an Election Assistance Commission certified Voting System Testing Laboratory: • Verification Testing DS300 Motherboard Replacement – Capacitor Value Change. Based on the application and additional supporting documentation from Pro V&V, this administrative approval is granted.
