June 14, 2024 Sarah Herman Election Systems & Software, LLC 11208 John Galt Boulevard Omaha, NE 68137 Dear Ms. Herman, The California Secretary of State Office of Voting Systems Technology Assessment (OVSTA) received requests for administrative approval for the following modifications to the Election Systems & Software EVS 6.3.0.2 system pursuant to California Elections Code section 19216. The modifications requested are as follows: ECO Number Type of Change Description ECO 1177 New This ECO introduces a replacement printer for an end-of- life DS450 printer. ECO 1178 New This ECO introduces a replacement printer for an end-of- life DS950 printer. California Elections Code section 19216 precludes a voting system or part of a voting system that has been approved by the Secretary of State from being changed or modified until the Secretary of State has determined the change “does not impair its accuracy and efficiency….” If the Secretary of State determines the changes or modifications do not impair the accuracy or efficiency of the voting system, the Secretary of State may administratively approve the proposed changes or modifications. In addition, you submitted the following documents from Pro V&V, an Election Assistance Commission certified Voting System Testing Laboratory: • ES&S ECO 1177 - Addition of printer for end-of-life DS450 printer • ES&S EVS6302 ECO 1177 Evaluation • ES&S ECO 1178 – Addition of printer for end-of-life DS950 printer • ES&S EVS6302 ECO 1178 Evaluation Based on the application and additional supporting documentation from Pro V&V, these administrative approvals are granted.
