June 19, 2026 Sarah Herman, State Certification Manager Election Systems and Software 11128 John Galt Blvd. Omaha, NE 68137 Dear Sarah Herman, On Tuesday, June 16, 2026, the California Secretary of State Office of Voting Systems Technology Assessment (OVSTA) received a request for administrative approval for one (1) modification to the EVS 6.3.0.2 voting system pursuant to California Elections Code section 19216. The modification is as follows: Type Description ES&S EVS voting systems upgraded power cord to UL 2464/18AWG to meet UL outer- Upgrade diameter limits after the 16AWG/6.5mm custom profile was discontinued by UL. California Elections Code section 19216 precludes a voting system or part of a voting system that has been approved by the Secretary of State from being changed or modified until the Secretary of State has determined the change “does not impair its accuracy and efficiency….” If the Secretary of State determines whether the change or modification does not impair the accuracy or efficiency of the voting system, the Secretary of State may administratively approve the proposed change or modification. In addition, you submitted the following documents from Pro V&V: ECO 1228 VSTL APPROVAL Based on the application, and supporting documentation from Pro V&V, this administrative approval is granted. All other conditions of the EVS 6.3.0.2 voting system certification, dated March 26, 2023, remain in effect.
