June 11, 2024 Tyson Goesch Hart InterCivic 3800 Quick Hill Road Building 1, Suite 200 Austin, TX 78728 Dear Mr. Gosch, On March 15, 2024, the California Secretary of State Office of Voting Systems Technology Assessment (OVSTA) received an application for administrative approval for the following modifications to the Hart Verity 3.2 voting system pursuant to California Elections Code section 19216: Type of Change Description New Verity Central v3.2.1 New Verity Scan v3.2.1 New Verity Reader v3.2.1 New Verity Count v3.2.1 California Elections Code section 19216 precludes a voting system or part of a voting system that has been approved by the Secretary of State from being changed or modified until the Secretary of State has determined the change “does not impair its accuracy and efficiency….” If the Secretary of State determines the changes or modifications do not impair the accuracy or efficiency of the voting system, the Secretary of State may administratively approve the proposed changes or modifications. The Secretary of State staff, in conjunction with SLI, oversaw all phases of regression testing of the system, including Functional Testing and Software Testing (Source Code Review). Components of the system have been modified, and thus warrant a version number change. For the above-described modifications, the version number is 3.2.1. Based on the application, functional testing, and software testing, administrative approval of the Verity 3.2.1 voting system components is granted.
