May 8, 2026 Pam Geppert, PMP, CERV Vice-President of Product Management 3800 Quick Hill Rd., Bldg 20 Austin, TX 78728 Dear Ms. Geppert, On Thursday, March 12, 2026, the California Secretary of State Office of Voting Systems Technology Assessment (OVSTA) received a request for administrative approval for one (1) modification to the Verity 3.2.1 voting system pursuant to California Elections Code section 19216. The modification is as follows: Type Description Update Firmware update for Canon G2140 high-speed scanner California Elections Code section 19216 precludes a voting system or part of a voting system that has been approved by the Secretary of State from being changed or modified until the Secretary of State has determined the change “does not impair its accuracy and efficiency….” If the Secretary of State determines whether the change or modification does not impair the accuracy or efficiency of the voting system, the Secretary of State may administratively approve the proposed change or modification. The Secretary of State staff oversaw all phases of regression testing of the voting system, including Functional Testing. Based on the application, functional testing, and software testing, administrative approval of the firmware update of a Verity 3.2.1 voting system component is granted. All other conditions of the Hart Verity 3.2.1 voting system certification, dated June 11, 2024, remain in effect.
