June 10, 2025 Mitch Milleville KNOWiNK 2111 Olive Street St. Louis, Missouri 63103 Dear Mr. Milleville: On Monday, June 9, 2025, the California Secretary of State Office of Voting Systems Technology Assessment received a request for administrative approval, pursuant to California Code of Regulations (CCR) Title 2, Division 7, Chapter 3.6, section 20159, to apply modifications to the certified KNOWiNK Poll Pad 3.4.8 electronic poll book system. CCR Title 2, Division 7, Chapter 3.6, section 20159 provides that any change or modification to a certified electronic poll book system must be examined for conformance by the Secretary of State. The KNOWiNK administrative approval request contained two (2) modifications. The modifications are as follows: Type Description Update MCP31Ci Star Micronics - mC-Print3 USB-C Update MCP31CBi Star Micronics - mC-Print3 USB-C + Bluetooth In addition, you submitted the following document from Pro V&V, an Election Assistance Commission certified Voting System Testing Laboratory: • ECO Star MC-Print3 Analysis 1.0 -00 Based on the application, testing conducted by Pro V&V, and additional supporting documentation also from Pro V&V, this administrative approval is granted.
