Dear Mr. Milleville:
On Monday, April 6, 2026, the California Secretary of State Office of Voting Systems Technology
Assessment received a request for administrative approval, pursuant to California Code of
Regulations (CCR) Title 2, Chapter 3.6, section 20159, to apply modifications to the certified
KNOWiNK Poll Pad 4.0.2 electronic poll book system. CCR section 20159 provides that any
change or modification to a certified electronic poll book system must be examined for
conformance by the Secretary of State.
The KNOWiNK administrative approval request contained three modifications. The modifications are
as follows:

Secretary of State staff performed regression testing on the modified KNOWiNK Poll Pad system.
Zero discrepancies were identified during testing.
In addition, you submitted the following documents from Pro V&V, an Election Assistance
Commission certified Voting System Testing Laboratory:
• Certification Test Report for Examination of Electronic Poll Book (ePollBook) KNOWiNK,
LLC – PollPad 4.0.2 (iOS 26.3.1) to State of California Requirements
• Certification Test Report for Examination of Electronic Poll Book (ePollBook) KNOWiNK,
LLC – PollPad 4.0.2 (iOS 26.4) to State of California Requirements
• Certification Test Report for Examination of Electronic Poll Book (ePollBook) KNOWiNK,
LLC – PollPad 4.0.2 (iOS 26.4.1) to State of California Requirements

Based on the application, testing conducted by Secretary of State staff, and additional supporting
documentation from Pro V&V, this administrative approval is granted. All other conditions of the
KNOWiNK Poll Pad 4.0.2 approval, dated October 13, 2025, remain in effect.
