INTRODUCTION
This Volume and Reliability Test Report details the work performed for the Volume
and Reliability testing of the Los Angeles County Voting Solutions for All
People Interactive Sample Ballot 4.0 Remote Access Vote by Mail (VSAP ISB
4.0 RAVBM) system against the applicable sections of the California Voting
System Standards (CVSS).
The purpose of this test was to verify that voting equipment will operate reliably in
conditions approximating normal use by voters.
Testing Responsibilities
All testing was conducted under the guidance of personnel verified by California
Secretary of State (CASOS) to be qualified to perform the testing.
Responsibility Assignments
CASOS utilized third party testers during the performance of portions of the
examination. All testing was executed by SLI Compliance personnel.
Schedule
Testing was conducted January 7–12, 2026.
Examination Procedure
Volume testing encompasses the examination and testing of software, and
operational tests to validate system performance and functioning under normal
conditions.
Test entry data, representing voter ballot voting events, tested the system.
Scope of the Interactive Sample Ballot system
The Interactive Sample Ballot (ISB) system is a web-based application that allows
voters to mark selections on a sample ballot, either on their computer or mobile
device, prior to formally voting at a Vote Center. The ISB generates a Quick
Response (QR) code called a Poll Pass containing voter selections, which pre-
populates selections in the Ballot Marking Device (BMD).
The ISB also supports Remote Accessible Vote By Mail (RAVBM) and the
Uniformed and Overseas Citizens Absentee Voting Act (UOCAVA) voters.

Required Materials for Examination and Review
The materials required for examination and review of VSAP ISB 4.0 RAVBM
include the applicable software as well as the Technical Data Package (TDP),
examination and review support materials, and deliverable materials as described
in the following subsections.
Software
Access to the web-based application.
Equipment
Commercial off-the-shelf (COTS) computers were utilized for access to the VSAP
ISB 4.0 RAVBM web-based application.
Data
Data for accessing simulated voter accounts was provided by Los Angeles County:
• 150 simulated voter accounts for ISB sample ballot generation.
• 150 simulated voter accounts for UOCAVA.
• 150 simulated voter accounts for RAVBM.
Test Activities
Volume Examination
The VSAP ISB 4.0 RAVBM examination determined by CASOS was to be able to
process a minimum of:
• 150 voters for ISB sample ballots.
• 150 voters for UOCAVA.
• 150 voters for RAVBM.
Testing began on January 7th, 2026, and included utilization of the provided links to
access the three different voter types generated by the VSAP ISB 4.0 RAVBM
system.
All voter sessions were successfully completed and generated.
As directed by the California Secretary of State, this report does not include any
recommendation as to whether or not the system should be approved.
