September 10, 2025 Aaron Nevarez County of Los Angeles 12400 Imperial Hwy Norwalk, CA 90650 Dear Mr. Nevarez, On Wednesday, July 30, 2025, the California Secretary of State Office of Voting Systems Technology Assessment (OVSTA) received a request for administrative approval for one (1) modification to the Los Angeles County Voting Solution for All People (VSAP) 3.0 voting system pursuant to California Elections Code section 19216. The modification is as follows: Type Description Update Upgrade imbl Capture Suite version 4.5.4 to version 5.5.4 California Elections Code section 19216 precludes a voting system or part of a voting system that has been approved by the Secretary of State from being changed or modified until the Secretary of State has determined the change “does not impair its accuracy and efficiency….” If the Secretary of State determines the change or modification does not impair the accuracy or efficiency of the voting system, the Secretary of State may administratively approve the proposed change or modification. In addition, you submitted the following documents from Pro V&V, an Election Assistance Commission certified Voting System Testing Laboratory: • Pro V&V Letter Report (Revised) - Smartmatic IBML Software Upgrades-03 Based on the application and supporting documentation from Pro V&V, this administrative approval is granted.
