Dear Mr. Nevarez,
The California Secretary of State’s Office of Voting Systems Technology Assessment (OVSTA) received a
request for Administrative Approval from the County of Los Angeles to make the following changes to the
Voting Solutions for All People (VSAP) 3.0 voting system:
• Upgrade Row switch firmware from WC.16.09.0004 to WC.16.09.0012.
• Upgrade Cart switch firmware from YA.16.08.0001 to YA.16.08.0014.
• Upgrade Server switch firmware from KB.16.08.0001 to KB.16.08.0014.
• Upgrade ESXi hypervisor from ESXi 6.7.0 Build Number 13006603 to ESXi 6.7.0 Patch Release
ESXi670-202210001.
• Upgrade vCenter 6.7.0 Build Number 13643870 to vCenter Server 6.7 Update 3s.
California Elections Code section 19216 precludes a voting system or part of a voting system that has been
approved by the Secretary of State from being changed or modified until the Secretary of State has
determined the change “does not impair its accuracy and efficiency….”
If the Secretary of State determines the change or modification does not impair the accuracy or efficiency of
the voting system, the Secretary of State may administratively approve the proposed change or
modification.

• Project Plan for upgrades on VSAP 3.0 - Production Environment
• System Change Notes - Production Upgrade Procedure Order
• System Test Specification and Configuration - VMware, Switch Firmware Upgrade
Based on the application and a review of the upgrades by the state approved testing authority, this
Administrative Approval is granted. All other conditions of the Los Angeles County VSAP 3.0 certification,
dated March 31, 2022, remain in effect.
